The lower-tier text is preserved as an observed result, not assigned an interpretation here.

Follow-up (2026-09-16): the exact output is 858 bytes (20 rows of 41 characters, 19 CRLF separators). Re-encoding reproduces every original character. The apparent short first token in early discussions comes from Reddit interpreting six leading hashes as a heading; the raw body is complete. The inscription remains unsolved after bounded cipher, layout, random-letter, and password tests.

Follow-up (2026-10-01): an exact diff against the recovered ASCIIWorld template shows only the known edits; the column-12 candle is the template's own. Quagmire/Kryptos-style, bifid/trifid, Playfair, two-square, Hill 2×2, running-key, anagram, A858-style symbol-swap and earlier-puzzle (24tmeo grid, 2jtoce name shifts) readings are all negative, with every planted control recovered. The letter frequencies are un-English (transposition disfavoured). The inscription remains unsolved.
